Veteran Homelessness Program: Frequently Asked Questions

Are projects that have already started eligible for funding?

If project is underway, the project is ineligible. However, applicants may apply for funding for future/subsequent phases of an ongoing project. It is important to note the following:

  • Costs incurred prior to the signing of a Contribution Agreement, as well as any and all expenditures related to agreements and contracts signed prior to the date of this letter, will be ineligible for reimbursement
  • Expenditures associated with Indigenous consultation are eligible before project funding approval but can only be reimbursed if and when project funding is approved, and a contribution agreement is in place
Will all submitted applications be evaluated?

All eligible applications received during the application intake period (April 28, 2023 at 9:00 am EDT, until June 23, 2023 at 11:59 EDT) will be evaluated.

When will the projects under the Veteran Homelessness Program have to be completed? What is the anticipated start date of projects?

The Veteran Homelessness Program is a five-year program starting in 2023-2024. All projects must be completed by March 31, 2029.

Projects are anticipated to start in the fall of 2023

How will projects be selected?

Projects will be assessed against a list of eligibility and merit criteria. Available in the Applicant Guide.

All applicants will be notified of the outcome of their application. INFC reserves the right to apply additional criteria in the selection of projects if the volume of applications is above the funding available under the Services and Supports Stream and the Capacity Building Stream of the Veteran Homelessness Program. Consideration could be given to the following factors: geographic coverage across Canada, official language minority community considerations, the provision of culturally-appropriate supports (including supports to First Nations, Metis and/or Inuit), and service to Veteran sub-populations experiencing or at risk of homelessness (Seniors, Indigenous peoples, 2SLGBTQIA+, women, Black and racialized Canadians, people with disabilities, Veterans living in rural and remote communities) and the applicant’s experience in both the homeless-serving sector and in serving veterans directly (for Services and Supports Stream only).

Please note: not all applications submitted under this Call for Proposals will be approved. Funding is limited), and is subject to budget considerations of the Veteran Homelessness Program, the applicant’s experience in both the homeless-serving sector and allocation of funds by Parliament. Decisions are final and there is no appeal process.

Can an organization submit an application for funding through the Services and Support Stream, that includes only one of the following: rent supplements, or wrap-around services?

Applications submitted for funding under the Services and Supports Stream that include the delivery of both rent supplements and wrap-around services to Veterans experiencing or at risk of homelessness will be prioritized for funding above those that include only one of those activities.

Applications that include rent supplements or wrap-around services will be assessed against the eligibility and merit criteria and could be considered. Are there any particular funding allocations?

There are no particular funding allocations for regions or provinces/territories under the Veteran Homelessness Program. However, regional geographical distribution of projects will be one of the factors taken into consideration to support Infrastructure Canada's funding decisions.

Is a municipal attestation or endorsement from Council required for a municipal applicant?

Municipal applicants do not require a municipal Council endorsement, resolution or other form of attestation at the time of application.

Should the application be approved, such an attestation may be required as a condition of the funding agreement.

What are the maximum amounts payable for the Services and Support Stream and the Capacity Building Stream?

For the purpose of this Call for Proposals, the maximum amount payable per project under the Services and Supports Stream is $6.5 million over 5 years.

For the purpose of this Call for Proposals, the maximum amount payable per project under the Capacity Building Stream is $1.5 million over 5 years.

Is it possible to use other sources of funds for the project?

Yes, it is possible to use any other sources of funds for the project. The only requirement under the program is that the maximum federal contributions and total Canadian Government stacking limits are respected.

When will successful applicants receive funding from the Veteran Homelessness Program?

Successful applicants will be notified by letter of the project approval. When a project is approved, officials from Infrastructure Canada will contact successful recipients to finalize project details and develop a contribution agreement. Costs can only be disbursed if and when: the agreement is signed, and conditions outlined in the agreement are met. The signed agreement will indicate the conditions under which payments will be made.

When can applicants begin incurring costs?

Proposed activities cannot begin before your project is approved and a Contribution Agreement has been signed between the organization and INFC. Any activities that occur prior to the signing of the Agreement by INFC cannot be reimbursed. You should not assume any commitment on the part of INFC until funding has been approved and a Contribution Agreement has been signed by a representative of the Department. INFC will notify you in writing of the outcome of the review of your application. Of note:

  • Costs incurred prior to the signing of the Agreement by INFC, as well as any and all expenditures related to agreements and contracts prior to the signing of the Agreement by INFC, are ineligible for reimbursement
  • Expenditures associated with Indigenous consultation are eligible before project funding approval but can only be reimbursed if and when project funding is approved, and a contribution agreement is in place
What will happen to unspent funds?

Agreements will specify that any ineligible expenditures or any unspent funds remaining at the end of the funding agreement will be returned to the Government of Canada. Minimum holdback provisions will be based on risk assessment.

When will final payments be made?

Final payments will follow receipt of the final accounting of eligible expenditures, and the total amount of the funding will not exceed eligible expenditures incurred pursuant to the terms of the agreement, including in respect to stacking and contribution limits.

What is the role of the Government of Canada after a project is approved?

The Government will have no involvement in the implementation of the project or its operation. It is neither a decision-maker nor an administrator of the project.

The Government will ensure recipients adhere to reporting requirements outlined in the agreements. Recipients of funding for capital projects may be required to provide progress reports to Infrastructure Canada in accordance with the contribution agreement.

All contribution agreements will provide the Government of Canada the right to conduct, at any time, a full audit of the project as deemed necessary. All audits required as per the audit strategy will be carried out in accordance with Canadian Generally Accepted Auditing Standards.

What should a Quebec organization interested in submitting a proposal know about the Act respecting the Ministère du Conseil Exécutif (M-30)?

If your proposed project is successful and your organization is subject to the Act, authorization from the Government of Quebec will be required prior to the conclusion of an agreement.

As per the Act, all Quebec public bodies must obtain a Ministerial order from the Government of Quebec authorizing the conclusion of an agreement with the federal government or one of its departments.

As per the Act, a public agency designates a legal person or agency that, although not a government agency, a municipal body or a school body, has one of the following characteristics:

  • a majority of its members come from the Quebec public sector, that is, are appointed by the Government, a minister, a government agency, a municipal body, a school body or another public agency
  • its personnel is appointed in accordance with the Public Service Act (chapter F 3.1.1)
  • more than half of its financing is derived from Quebec public funds, that is from the Consolidated Revenue Fund, a government agency, a municipal body, a school body or another public agency
