Introduction to Info Source

Info Source describes the programs and activities, and the information holdings related to programs and activities, of government institutions subject to the Access to Information Act to facilitate the right of access. It also provides individuals, including current and former employees of the Government of Canada, with relevant information to access personal information about themselves held by government institutions subject to the Privacy Act and to exercise their rights under the Privacy Act.

An index of institutions that are subject to the Access to Information Act and the Privacy Act is available centrally.

The Access to Information Act and the Privacy Act assign overall responsibility to the President of Treasury Board (as the designated Minister) for the government-wide administration of the legislation.


Background

Infrastructure Canada (INFC) was created in 2002 under Schedule 1.1 of the Financial Administration Act to lead the Government of Canada's effort to address infrastructure challenges.

There is no Department of Infrastructure enabling legislation; however, Order in Council 2004‑325 authorizes the Minister to enter into transfer payment agreements and contracts related to infrastructure initiatives in Canada. Specific program funding is enabled by the instruments listed in the organizational profile of the Departmental Plan.

The Department reports to Parliament through the Minister of Housing, Infrastructure and Communities.

Public Infrastructure, Communities, Affordable Housing and Homelessness Policy

Infrastructure Canada (INFC) sets policies for both public infrastructure and approaches for the development of affordable housing, address homelessness that target the needs of Canadians and stakeholders (public/private partners) while considering finite resources. Policies are set through strategies, plans, consideration of alternative financing models and funding programs, and eligibility requirements among other tools and their outcomes are monitored to inform future decision making. Policy solutions determine how the federal government supports public infrastructure development, bridges, public transit, clean water and wastewater, disaster mitigation, and approaches to address homelessness, among other areas, which have impacts on the quality of life of Canadians.

Gordie Howe International Bridge Project – Policy

Public Infrastructure, Communities, and Homelessness Investments

Infrastructure Canada uses a range of funding mechanisms to maximize value-for-money in direct (leveraging infrastructure investments) government investment in infrastructure and to address affordable housing and homelessness.

  • Allocation-based programs offer stable funding for projects that balance both national priorities with local needs of Provinces and Territories;
  • Direct-funding programs award funding to projects that are selected through an application process; and,
  • Alternative financing arrangements identify projects that are delivered in partnership with either private sector or non-government organizations and Infrastructure Canada or Crown Corporations under the Minister of Housing, Infrastructure and Communities.

Public Infrastructure and Communities Investment Stewardship and Delivery

Infrastructure Canada oversees programs and projects as well as major bridges, Crown Corporations and alternative financing arrangements. While Crown Corporations operate at arm’s length, the Department plays a secretariat role in supporting them. Canada Community-Building Fund

Homelessness Funding Oversight

Infrastructure Canada (INFC) is accountable for the overall financial management of Reaching Home―Canada's Homelessness Strategy ―and for its policy design, development and results. The responsibilities related to service delivery and oversight of the Reaching Home program, including the roles and responsibilities of INFC, the Programs Operations Branch at Employment and Social Development Canada (ESDC) and Service Canada (SC) regional offices, are further defined through a Memorandum of Understanding between INFC and ESDC. Internal Services

Internal Services are groups of related activities and resources that are administered to support the needs of programs and other corporate obligations of an organization. Travel and Other Administrative Services
Travel and Other Administrative Services include Government of Canada travel services, as well as those other internal services that do not smoothly fit with any of the internal services categories.


Classes of Personal Information

Classes of personal information describe personal information which is not used for administrative purposes (a decision-making process that directly affects the individual to whom the personal information pertains) nor is it intended to be retrievable by personal identifiers. To access this type of information, specifics must be provided concerning the subject matter, related program activity or project, date on which the information was received by the Department, and official to whom it was addressed.

Grant and Contribution Programs

This class includes personal information used in support of INFC grant and contribution programs collected from organizations, municipalities, provinces, territories, Indigenous groups, the private sector and advisory groups. Personal information under this class is not used for administrative purposes (a decision-making process that directly affects the individual to whom the personal information pertains). This personal information may be shared within INFC and with other federal institutions and provincial and municipal governments in order to administer and audit the programs. Program information, including personal information under this class, is usually organized and retrievable by project name. The length of time that this personal information must be retained by INFC and the manner in which it can be disposed of is the same as other records related to the program and is set out in INFC’s retention and disposition schedules.
