1. Atlantic Canada Opportunities Agency (ACOA) PA1 a. Building Canada Fund-Communities Component $155.5 $37.5 $33.9 Infrastructure Canada and ACOA will continue to co-manage 220 projects currently underway in Newfoundland, Prince Edward Island, New Brunswick and Nova Scotia. It is forecasted that 39 of these projects will be completed during 2011-12. In addition, all 78 projects funded under the Building Canada Fund-Communities Component Top-Up stimulus were scheduled to be substantially completed by March 31, 2011. Following the December 2, 2010 announcement, construction deadline for infrastructure projects were extended to October 31, 2011. Infrastructure Canada and ACOA completed 37 projects during the fiscal year 2011-12 bringing the total to 122 completed BCF-CC projects to-date. The remaining 90 BCF-CC projects are progressing well and moving towards completion.
b. Building Canada Fund-Communities Component Top-Up $34.6 $0.0 $6.9   Following the program extension, 80 BCF-CC Top-Up projects were completed.

2. Economic Development Agency of Canada for the Regions of Quebec (CED) PA1 a. Building Canada Fund-Communities Component $422.2 $80.0 $17.9 Infrastructure Canada and CED will continue to co-manage 230 approved projects in Quebec. It is forecasted that 34 of these projects will be completed during 2011-12. In addition, all 107 projects funded under the BCF-CC Top-Up stimulus were scheduled to be substantially completed by March 31, 2011. Following the December 2, 2010 announcement, construction deadline for infrastructure projects was extended to October 31, 2011. Infrastructure Canada and CED oversaw the completion of four projects during 2011-12 bringing the total to 12 completed projects in the region since the inception of the program. In addition 101 projects were completed under the BCF-CC Top-Up in the region since the announcement of the Economic Action Plan in 2009.

3. Transport Canada PA1 a. Building Canada Fund-Major Infrastructure Component $3,739.6 $872.6 $635.3 As per the Memorandum of Understanding between Infrastructure Canada and Transport Canada, Transport Canada will continue to serve as the lead federal department in the management of contribution agreements for transportation projects under the BCF-MIC. In its role, Transport Canada will continue to work with recipients to implement Contribution Agreements and to deliver program funding to recipients under the Terms and Conditions of the BCF-MIC. Transport Canada and Infrastructure Canada will continue to work together to review new transportation project priorities that are identified for funds remaining under the BCF-MIC. In addition, Infrastructure Canada and Transport Canada will ensure that all selected projects meet the eligibility criteria of the BCF-MIC as set out in the program Terms and Conditions. When the 2011-12 Report on Plans and Priorities was prepared, it was expected, based on information available from project proponents that up to 20 projects would be completed during 2011-12. As of March 31, 2012, Transport Canada has managed 77 transportation projects under BCF-MIC. Of these, in 2011-12, construction started on 15 projects, while construction was completed on 14 projects.

4. Western Economic Diversification (WED) PA1 a. Building Canada Fund-Communities Component $381.3 $117.3 $91.6 Infrastructure Canada and WED will continue to co-manage 360 projects currently underway in Manitoba, Saskatchewan, Alberta, and British Columbia. At the time the 2011-12 Report on Plans and Priorities was created, it was forecasted that 75 of these projects would be completed during 2011-12. In addition, all 166 projects funded under the BCF-CC Top-Up stimulus were scheduled to be substantially completed by March 31, 2011. Following the December 2, 2010 announcement, construction deadline for infrastructure projects were extended to October 31, 2011. Infrastructure Canada and WED oversaw the completion of 64 BCF-CC projects during the fiscal year 2011-12 in Manitoba, Saskatchewan, Alberta and British Columbia. Another 165 projects reported underway at the beginning of fiscal year 2012-13. With 115 projects completed to-date, the agreement between Canada and the individual Western Provinces provides proponents until March 31, 2016 to submit claims for costs incurred to that point. As such, proponents have another four years to complete the 165 on-going projects, thus allowing projects that have experienced delays to complete within the agreement timeframes.
b. Building Canada Fund-Communities Component Top-Up $149.9 $0.0 $31.1 Flooding in parts of Western Canada over the past few years has delayed a number of projects under BCF-CC Top-Up. The extension announced by the Prime Minister on December 2, 2010 provided an additional seven months for construction. This allowed many projects to complete by the October 31, 2011 deadline.

5. Federal Economic Development Agency for Southern Ontario (FedDev Ontario) PA1 a. Building Canada Fund-Communities Component $379.2 $75.0 $70 Infrastructure Canada and FedDev Ontario will continue to co-manage 360 projects currently underway in Ontario. At the time the 2011-12 Report on Plans and Priorities was created, it was forecasted that 79 of these projects would be completed during 2011-12. In addition, all 187 projects funded under the BCF-CC Top-Up stimulus were scheduled to be substantially completed by March 31, 2011. Following the December 2, 2010 announcement, construction deadline for infrastructure projects had been extended to October 31, 2011. Infrastructure Canada and FedDev Ontario oversaw the completion of 32 additional BCF-CC projects during 2011-12. As the deadline for completing construction under the BCF-CC program is March 31, 2016, construction completion on many projects is not anticipated until 2015-16.
b. Building Canada Fund-Communities Component Top-Up $196.0 $0.0 $75.2 Due to concerns regarding deficiencies with a specific project, substantial completion on this project was not achieved by April 1, 2012.
